Regulatory Backstory

Connecticut's path to legal online gaming required threading the needle between two tribes that hold constitutionally protected gaming exclusivity and a legislature that wanted competitive market structure. The 2021 deal worked because each tribe got an online skin, the Connecticut Lottery got a third skin, and the tribes received compact amendments protecting their existing land-based casino exclusivity. The Mashantucket Pequot Tribal Nation, which owns Foxwoods, partnered with DraftKings. The Mohegan Tribe, which owns Mohegan Sun, partnered with FanDuel. The Connecticut Lottery initially partnered with SugarHouse / Rush Street and later switched to Fanatics in late 2023.

Three mobile sportsbooks operate in Connecticut: DraftKings (Mashantucket Pequot skin), FanDuel (Mohegan skin), and Fanatics (Connecticut Lottery skin).
