Regulatory Backstory

Governor Ron DeSantis and the Seminole Tribe of Florida signed a new gaming compact in 2021 that authorized statewide mobile sports betting under a "hub-and-spoke" model. Wagers placed anywhere in Florida are routed to servers physically located on Seminole tribal land, which under the compact theory makes them tribal gaming activity governed by IGRA rather than state law. Parimutuel operators including West Flagler Associates sued, arguing the structure unlawfully extended tribal gaming off reservation. A DC district court initially sided with West Flagler in 2021, the DC Circuit reversed in 2023, and in June 2024 the US Supreme Court declined to hear the appeal. Since then, Florida's legal market has continued under the current compact structure.

Current Market

Hard Rock Bet is the only state-authorized mobile sportsbook in Florida. The Seminole Tribe also operates retail sportsbooks at its Hard Rock Hotel and Casino properties in Tampa, Hollywood, Coconut Creek, Immokalee, and other locations.
