Hawaii is one of only two US states (along with Utah) with a complete prohibition on virtually all forms of gambling. There is no state lottery, no commercial or tribal casinos, no pari-mutuel horse racing, no charitable bingo, no card rooms, and no legal sportsbook of any kind. Hawaii Revised Statutes Chapter 712 makes promoting gambling a misdemeanor, and the state has never authorized any commercial gaming product. Repeated legislative efforts — including HB 1308 in 2024, which proposed a sports betting framework, and recurring lottery and casino bills — have died in committee year after year.
The only legal wagering activity available to Hawaii residents is social home games among friends where the house takes no rake (a narrow exemption), and DFS contests from DraftKings and FanDuel which operate without explicit authorization or prohibition. Sweepstakes casinos and offshore books are not regulated by the state and the Attorney General has issued opinions warning consumers away from them. Tourists frequently fly to Las Vegas — sometimes called Hawaiis ninth island — to gamble.
For 2026, the political reality remains unchanged: tourism industry concerns, religious opposition, and a lack of legislative champions make any form of legal gambling extremely unlikely in the near term. Hawaii residents who need help can use NCPG's Help by State directory, plus national text/chat support through 800GAM and ncpgambling.org/chat.
