Wyoming was an early mover among small states. Mobile sports wagering launched on September 1, 2021, after the Wyoming Gaming Commission approved applications from DraftKings and BetMGM. FanDuel and Caesars followed shortly afterward. The state has a 10% tax on online gross gaming revenue and a statutory minimum age of 18, though most operators voluntarily enforce 21 as a matter of internal policy and federal banking compliance.
Wyoming passed HB 133 in 2021, becoming one of the first small states to legalize mobile sports betting after the PASPA decision. The law created a framework administered by the Wyoming Gaming Commission and required operators to be already licensed in at least three other states, which limited the initial pool to large national brands. The Commission moved quickly, and the first apps went live just months after the law was signed.
