West Virginia is the smallest state with the biggest iCasino growth story. The Mountain State legalized online sports betting in August 2018 (the first post-PASPA launch east of the Mississippi) and added full online casino gaming in July 2020. Through eight months of 2025, iGaming revenue jumped roughly 57% year-over-year, climbing from $144.4 million to $227.4 million.
The West Virginia Lottery Interactive Wagering Act (HB 2934) passed in March 2019 and authorized iGaming under five existing casino licenses: Hollywood Casino at Charles Town Races, The Greenbrier, Mardi Gras Casino, Mountaineer, and Wheeling Island. Each casino received up to three skin licenses, which is why the state punches well above its population in operator count. The Lottery Commission, not a separate gaming control board, regulates both verticals.
