Michigan is the rare state where the rollout actually went well. The Lawful Sports Betting Act and Lawful Internet Gaming Act both passed in December 2019, the Michigan Gaming Control Board spent 2020 writing rules, and on January 22, 2021 the state launched online sports betting and online casinos at the same time. That dual launch created an instant national showcase and a market that, five years later, still ranks in the top three for iGaming revenue.
Michigan came close in 2018 when the legislature passed an iGaming bill, only to have Governor Rick Snyder veto it on his way out the door. Governor Gretchen Whitmer signed the revised package a year later. The structure was clever: the state's three Detroit commercial casinos and 12 tribal casinos each got the right to one online sportsbook skin and one online casino skin, creating up to 30 potential operators without flooding the market.
