Retail sports betting was authorized in 2013 and went live at upstate commercial casinos in 2019. The mobile fight took longer. Governor Andrew Cuomo wanted a state-run lottery-style model; the legislature wanted commercial competition. The 2021 budget compromise produced a hybrid: a competitive RFP that would award licenses to a small number of operators, all paying a tax rate set by their bid. The winning bidders accepted 51%, and online betting launched on January 8, 2022.
