Utah is one of only two US states (along with Hawaii) with a complete constitutional prohibition on gambling. Article VI, Section 27 of the Utah Constitution and Title 76 Chapter 10 of the Utah Code ban virtually all forms of wagering, and a 2020 state law (HB 5003) explicitly preempted any federal sports betting expansion by restating the ban. There is no state lottery, no commercial or tribal casinos, no pari-mutuel horse racing, no charitable bingo (except very narrow raffle exemptions for nonprofits), no card rooms, and no legal sportsbook of any kind. Utah has never authorized a single commercial gambling product and shows no sign of doing so.
Sports betting is constitutionally banned — not merely unauthorized but affirmatively prohibited — so no legalization bill has been introduced in recent sessions because it would require a constitutional amendment passed by two-thirds of the legislature and then ratified by voters. DFS contests are illegal under a 2017 Attorney General opinion from Sean Reyes that classified paid-entry fantasy as prohibited gambling, and DraftKings, FanDuel, and PrizePicks do not accept Utah players as a result. There is no state lottery — Utah is one of only five states without one (joined by Alabama, Alaska, Hawaii, and Nevada), and lottery bills are considered politically non-viable given the LDS Church's longstanding opposition to gambling of any kind. Sweepstakes casinos are not regulated by Utah and the Attorney General has issued consumer warnings about them.
For 2026, expect zero movement on any form of gambling legalization.
